Agenda and accounts released ahead of Council annual meeting

Draft accounts for the Vale Commons Council have been published ahead of the annual meeting on Thursday as members look to use the VCC website to post more information and keep islanders up to date with how the Common is managed on their behalf.

The agenda for the AGM has also been made available.

President Andre Quevatre said the decision had been taken although historically the only obligation had been to make copies available on the night of the AGM.

“Publication online gives us the opportunity to be a little bit more transparent and, importantly, to explain why there are two sets of accounts this year – one for the council and the other for a new company we have formed.”

Advice
Mr Quevatre explained that, following extensive legal advice, members had agreed to form Commons Management LBG, a wholly-owned not-for-profit entity, that is now responsible for the physical management of the Common, employing its staff and owning the machinery required to maintain the area.

“The legal advice we had on this was quite clear – forming an LBG like this gives greater clarity to our staff who their employer is and removes the doubt over whether the Commons Council or its individual members are,” he said. It also helped to remove doubts over where insurance and other liabilities might lie.”

The accounts provide further information, and the company is directly funded by the council, which in effect is outsourcing its management functions to the company.

The council’s own accounts for 2025 show an income of £137,475, expenditure of £128,487 (slightly up on the previous year) and a surplus for the year of a little under £9,000.

The accounts also show a cash balance of just over £220,000, which has been accumulated over previous years.

Mr Quevatre said that although this might seem a substantial sum, nearly £100,000 was already committed for car park work that’s underway and yet to be paid for, and the balance was required for future large projects.

“Our income is mainly limited to rents from the golf clubs and a grant from the States so we have to manage our finances carefully to ensure we have a surplus to undertake larger environmental projects that improve the common and the use people can make of it,” he said.

Annual meeting
The Annual General Meeting of Les Habitants du Clos du Valle will be held at the Vale Douzaine Room on Thursday 26th March 2026 at 7.30pm.  Nominations are invited for the election of a member to the Council to replace Andre Quevatre whose term of office expires, but who is eligible for re-election.
